I doubt it'll be Wally for one, major reason:
M&B have stated that the new Reverse Flash will appear around issue 17 out of costume meaning that we won't know that he is the Reverse Flash. The reveal will, of course, happen later. They want to play up the mystery of who the Reverse Flash is going to be. If, all of a sudden, Wally appears in in issue 17, it would be a dead give away. That is, unless, they want to go with misdirection. And, if they want to give misdirecting, then that would likely enrage the Wally fans even more as the writers are just using Wally as fake bait. It is a lose-lose situation.
With the case of Wally, I think he really is a victim of his own success. His character just doesn't fit within the rest of the "Flash universe" as being done now. With a "younger-ish" Barry and Bart running around. If the de-aged Wally and made him Kid Flash again, then you take away everything that made him beloved in the first place.
The Flash situation is different than Batman and Superman. For starters, Bats was selling like gangbusters. Flash (before the Barry reboot), not so much. I am sure that was one of the motivating factors to bring Barry back in the first place as a way to reinvigorate the title. Anyway, point is that when you have something that works, you don't change it too much (partly the reason why Bats and Green Lantern's history stayed largely intact during the reboot).
Superman is a different case. Whereas Flash became a legacy character, Supes isn't. Conner never became Superman in mainstream continuity for example. Plus, there haven't been multiple sidekicks with the same name of Superboy or Supergirl (er....sorta).
Wally is very unique in this regard. That said, he will return sooner or later. Personally, I think it'd be cool if he popped up in the Earth Two title.

Along this line of thought, here's an excellent guest blog at SpeedForce on the topic. I'm still not certain that I would want Wally to be the Reverse Flash in the New52...but there are some interesting ideas and some points that made me think a lot more about just how that might work. The core of Wally's character has always been striving to be a better hero. To have him come back as a villain would be disconcerting.
If the Multiverse is back, then I'd rather see Wally as the first and only Flash of another Earth. Married to Linda, the kids, the whole package.
Re-do Flash of Two Worlds, but instead of Barry and Jay, let it be Barry and Wally.
