Well, Wally does have that action figure coming out in May. Technically, DD is right that Wally might be seen in 2013.

First, sorry for the long post.
I totally get why DC sidelined Wally. I even understand and believe DD's stated reasons behind sidelining Wally. He'll be back eventually. How and when is the question.
Lets presume that DD isn't fooling us and Wally does appear in 2013. If I were a betting man, I'd say Wally shows up in Earth 2. Here is why I think this: it solved two major problems with a New 52 Wally.
1) All his development. During the Post-Crisis era, Wally really grew a lot. From a bit of a brash kid, to mature hero with a wife and children. Barry, in fairness, really was the same guy in his first and last appearance. Reshuffling him for the New 52 isn't that much of a big deal. Getting rid of all of Wally's growth would be somewhat of a betrayal to the character. I think DD mentioned this in an interview.
Plus, even if DC didn't care about any of that and just deaged him back to Kid Flash, they would run into the problem of having two Kid Flashes as Bart Allen is still around (and had they decided to keep Wally and dump Bart, that would have irked a whole other set of fans - No winning for DC).
Having him in Earth 2 would allow him to keep his wife and child and/or allow him to be Kid Flash without stepping on the toes of Bart.
2) Francis Manapul mentioned this: if they had Wally on the book as Kid Flash or any other character, readers would start to wonder when he becomes the Flash. Since Wally is known for being Flash after Barry died, readers are going to be counting down and waiting for Barry to bite it (only to be consistently disappointed when it doesn't happen).
Having him on Earth 2 completely eliminates this, and allows writers to forge a new character and direction out of Wally.
This is just my two cents. I could end up being totally wrong, but I really believe DC when they say they didn't know what to do with Wally, and I guess they are waiting until the New 52 dust settles before thinking how to bring the character back in (keep in mind, even though DC has forbid Wally to be mentioned or inferred, there isn't anything out there that doesn't say he exists).

I'm hoping you're right - I can see a better way to bring Wally back on Earth 2 than the main DCnU Earth, for the very reasons you've stated. While I would miss the connection of Wally being Iris' nephew, they could certainly have an easier time re-introducing him on Earth 2 given present circumstances. Even though I really enjoy the present adventures of Barry, I would love to see Wally return in some fashion, and hopefully 2013 is the year it will happen.
