Newsarama has an article on the 10 Greatest Rogues Galleries in Pop Culture - one that goes from comics to cartoons to movies. The Flash's Rogues' Gallery is at #3, with at least some respect given to the iconic villains of the Silver, Bronze and Post-Crisis Ages. There is one member they didn't mention (sorry dillonmania) but at least the only "dud" declared was the Turtle Man (and I think I can live with that). Maaaaaaan I hate lists being presented in slideshow format. Pet peeve, it takes so long to load. Most of the time I won't even bother going through the whole thing.
Surprised the Rogues ranked that high, though (pleased, but surprised). I'd quibble with Piper and Trickster being deemed some of the first villains to reform -- within the Rogues alone, Heat Wave reformed long before they did. And no, it didn't stick, but it arguably didn't stick with Trickster either. (Don't get me started on my feelings about Johns' the-Top-made-the-Rogues-reform retcon).
Anyway. When did Sandman -- the Spidey villain -- reform? I can't remember.

I seem to remember Sandman reforming at one point - but I'm not much of a Marvel guy so I can't really help you there.

It was definitely a long time ago -- late '70s or early '80s, I'm thinking. He'd already gone back to villainy by the time I got started in comics in the late '90s, and it was pretty controversial then (I used to be exclusively a Marvel reader, but mostly the X-books). Asked my husband just now, and he says Sandman first reformed in 1982. This issue.
