Brian Buccellato's comment at The NEW 52 Panel Discussion at Comikaze gave a little additional hope to Wally fans, when he was reported to say that he's "confident that the character will eventually show up again — he just isn't sure when." The current Flash team has always valued Wally more than Dan and certain other editors have. It isn't them who's keeping Wally down. They were never the issue. So it doesn't really surprise me that they have faith in the character. However, I am pleased to see that they believe it.

Never quite understood the editors' "one Flash ONLY!" policy. It screams of Silver/Bronze Age nostalgia. I also think the editors just don't "get" that there are comics fans who came along after COIE and fell in love with characters like Cass Cain and Stephanie Brown. I do know Steph fans were ticked off regarding her (supposed) death. And she, thankfully returned (only to disappear into comic limbo again). Ah well.
When there's an actual published book or a reliable solicitation, then I'll take what DC says seriously. Until then, it could all be spin.
