I wonder how they'll re-introduce him in the New 52. This is the one character I can think of off the top of my head where switching him to being "powers-based" wouldn't work considering tech from the future is kind of what makes him him.
(Then again, it is looking like Pied Piper isn't powers-based either.)

Well, he did get real magic after the deal with Neron. I doubt they'd bring Neron into it, but it wouldn't be surprising if the New 52 gave him real magical powers or some kind of meta powers that seem magical.

I suppose they could do that, but I think the idea of him essentially being a con-man from the future is such a workable concept with a lot of room to play with. If they did give him meta-powers, I guess it would depend on what it was and what the writers did with it. As it stands, the Rogues introduced thus far have worked largely because they have "one trick" (Cold has cold powers; HeatWave has fire powers, etc) so giving them a power doesn't change what they can do too greatly.
Giving a character magic powers is incredibly broad and can potentially make the character too powerful for his own good. Again, it is all about the execution.
That said, it seems unlikely that all the rouges are going to be powers-based. We've already seen Trickster (briefly) and there seemed to be no indication of powers whatsoever. Also, we've been introduced to the Pied Piper, and he has no powers (except for socially embarrassing/disappointing David, but that's a whole other story).
Actually, that could lead to another interesting story down the line. The Rogues with powers vs. the Rogues without powers. Rogue War 2: Even Rouger.
Okay, now I'm just babbling.
