Thanks to the Speed Force Tumblr page for linking us to this story from CBR's interview with Manapul and Buccellato. In the interview, M&B reveal that the story arc after Gorilla Warfare (with a couple of issues buffering between the arcs) will feature a completly re-imagined Reverse Flash! Here's what we know: - He will NOT be any of the previous identities of the Reverse Flash. - He will NOT wear a uniform that is yellow! - He WILL appear in issue #17, but will not be revealed as the Reverse Flash until the 20's, during the arc. - There will be clues pointing to several people as potentially being the Reverse Flash. In addition, we will see Kid Flash join Barry during this arc - which should make it a must-read for a whole lot of reasons! Interesting. I was surprised when I first read that the Reverse Flash was coming back as the previous volume (including Flashpoint and Rebirth) really overdosed on him, and that he would be pushed to the wayside for a bit. My thoughts were "Really? So soon?"
Then, learning that it is going to be a new version, I warmed up to it immediately. With him being a new character, the writers can have their cake and eat it too. Kind of like when Geoff Johns introduced Zoom.
M&B's concept about him seems really interesting (taking the "reverse" aspect literally). I'm curious to see where they will go with him (her?). I also wonder if they will reference back to Thawne (since, I think, the basic events of Flashpoint are still in play - though, I'm not sure on that).

My two cents & a nickel's worth theory:
Elias knows of the Speed Force and has dubious & questionable motives.
Daniel wants to find his sister Iris, who is trapped in the Speed Force.
Thus, Elias offers to give Daniel speed powers, allowing him access to the Speed Force and save Iris.
Then something goes wrong and Reverse-Flash is the result.

That is a really good idea - and if it turns out that way I could actually get into that as a New52 Reverse Flash. You would have a truly tragic figure, one that could open up a whole lot of potential story lines.

CRAZY THOUGHT!
What if the new Reverse Flash is Captain Frye? I only have very weak circumstantial evidence to support my idea. Issue 0 was said to, in addition to an origin, set up things for the coming year (all DC #0s were suppose to do this). Frye was introduced in Issue 0. Personally, I found that odd considering how important this character would be to Barry and how he wasn't really mentioned at all in the previous 12 issues. Especially after Barry came back from Gorilla City, you'd think he'd look up the guy who raised him (or that Frye would have been at Barry's memorial). It struck me as a late addition to the game, and not a natural growth. Since this Reverse Flash story line was apparently not part of M&B's original plan, Frye's sudden appearance in the book makes sense.
My second piece is Turbine's line of "I know who you really are". I know we are likely meant to think that Turbine is referencing him possibly being Barry's father and Barry not knowing it. As discussed in another thread here, I found that hard to buy into for multiple reasons. What if that wasn't what Turbine was talking about and it was just a false trail that the writers are trying to give us? Turbine seems to know a lot about Barry's past, present, and likely future (since time no meaning in the Speed Force). What if Turbine was referencing to something that Frye is going to become?
Now, his reasons for becoming the Reverse Flash...I have no idea. I'll leave that up to M&B.

I think Frye and Daniel are the two most likely candidates given that, as you pointed out, both of them first appeared in #0.
Daniel may have the easiest way to become R-F, but Frye would provide that personal connection to Flash that I think R-F should always have. All the Rogues are just Joes trying to make their way in the world but with R-F, it was always personal with Barry.
As to how and why Frye would do this, I have no clue.
But if M & B are taking the 'reverse' part literally, then how about a female R-F? Patty, for example, would make a good choice if M & B really want to shake things up. She would also provide that needed personal connection to Flash.

Glad you spotted this - and you may well be right on this point. It will be interesting to see what they do with the New52 version of Reverse Flash, even though this may be the reason we see him (or her) so soon.
