Tough one. Classic Dr. Alchemy was your standard megalomaniac with the interesting twist of multiple personalities. Johns-era Dr. Alchemy, as pictured here, was far more interesting to me even though we only really saw him in a few cameos. I like the characterization as a mad scientist/alchemist who doesn't really care about the wealth or theft, it's just a means to continue his research.
Savitar, likewise, is someone obsessed with learning all he can about something, in this case the speed force rather than alchemy. What I liked about him was that despite being a thematic reflection of Wally West, he wasn't an exact mirror the way Thawne was to Barry or, later, Zolomon to Wally. I guess it would be better to describe them as parallels rather than reflections.

Alchemy has a surprising number of fans. I did a "top five favourite Rogues" poll a while back, and nearly a third of respondents listed him amongst their favourites.
