I liked it. I didn't love it, but I liked it.
The best thing in this Justice League series is the interaction among Hal and Barry. I would love to read a new The Brave and The Bold series featuring Hal and Barry, as we'll have a new Superman & Batman. Hal and Barry form a better duo, I think.
In this Justice League issue, as Hal is unfortunatelly missing (I hope for no long), Barry somehow occupies his place. Although I prefer Barry over any other hero for his moral compass, I really like when he's portraited as a young and joyful character who likes to say smart funny things.
If we remember he was facing hell fighting Grodd and now he's happy with Patty and feeling more confident, his actions in this JL issue get more meaningful. He's just happy, confident and feeling great.

This kind of reminds me of Batman: The Animated Series, when they brought in Tim Drake but gave him a lot of Jason Todd characteristics. Maybe DC feels like they can get by without Wally by making Barry act a little like him. I also noticed Barry acting a little uncharacteristically goofy in my review of Justice League #9. While I loved that particular scene, it does seem indicative of what could be a disturbing trend. new52flash.blogspot.com/2013/03/justice-league-9.html

They've been doing this in several mediums outside the comics lately. I first noticed it in DC Universe Online when I teamed up with Flash to beat Gorilla Grodd Barry starts acting like Wally when he mocks Grodd during the fight using a coo-ing parent to baby type sing-song voice. (The Rest of the time, his original voice made him come off as a joe Friday type cop. his newer voice is much younger and comes off as more Wally than Barry) Then in Injustice, Flash's arrival on a battle screen "Catch Me if you Can!" is very Wally in attitude.
