For me, reboot implies that a publisher starts over from scratch with the same core characters. All the old stories and events are thrown out and you start over from the ground up.
Because DC is once again being wishy-washy over which events and Crisises they want to keep or reject, this is not a reboot at all.
This is a just a re-launch of their titles.
