On his blog, Francis Manapul gives a little more info on Turbine, the "prisoner of the Speed Force" who shows up in #8: "He is a Tuskegee airman who has been stuck in the Speed Force since the 40’s. 1) How does a fighter pilot end up trapped in the Speed Force?
2) Given that heroes are nu in the 52, did he decide to get a costume and an identity while trapped in the Speed Force?
This is the most interesting solicit I've seen for this title so far.

Somebody pointed out that Turbine could possibly be thought of as "a Golden Age Top" and now I'm paranoid this guy is going to replace Roscoe Dillon. DC could just as easily decide to never bring him back and use this guy in his place.
Sigh. I know it's paranoia, but pretty much everything else about the reboot has pissed me off so far, so why not this too?

I really hope this isn't a redone Top as well. Turbine as an additional character sounds good - but not as a replacement for anyone else.

Thanks again for posting the interview I guess we'll have to see if Turbine spins -- the name implies it, and so does the art, but he could just be another speedster. It sure would be odd to have two spinning antagonists, hence my concern.
