Loved this issue (and your review, btw!), from beginning to end. To's artwork is growing on me a little, he is a good fill-in artist. I especially liked that they picked Kolins for the pre-changed Rogues chapter.....kinda like a flashback to Kolin's previous work on the previous Flash titles.
So Turbine is here now, so I'm hoping that future issues will show how he got here, and how he may directly or indirectly help The Flash save Iris West & the others trapped in the Speedforce.
I love the Rogues' Rules of conduct.....it's great, and shows they are more than just thugs...they're "family". #12 & this issue really have me pumped for the next year of The Flash! Especially the last couple of pages, showing the beginnings of the Gorilla invasion!!!!!!

Over this last year, and even before the launch of the Nu52, I voiced similar reservations along with others, both here and at Speed Force, that making the Rogues metas lessens them.
However, after reading this annual, my opinion is changing. Seeing how this decision was reached and the consequences of it, it makes for a bold creative twist, one that Manapul and Co. have pulled off brilliantly. The focus on what makes the Rogues unique amongst DC villains, that they are family, shines through in this issue.
Having different artists for different sections can backfire on you, but not here. To, Neves, Kolins!, this book was beautiful from start to finish.
My only little quip is Elias, I don't quite buy into his reasoning for helping the Rogues. It seems shallow to me but should he survive this, I'm hoping they'll flesh this out more.
From the tragedy of Lisa (the shot of her finding Sam in the wreckage, moving and disturbing all at the same time) to sharing a comforting moment in Barry's past to learning that Cold is still the baddest man in Central City, this annual was a blast to read.
Bring on the super-gorillas!

In your review, you raise a very interesting point speedster about Leonard questioning why Lisa feels the need to prove herself the Rogues' leader.
My take would be a form of sibling rivalry. Leonard's decision had serious consequences for all the Rogues. Your comparing them to sheep is apt since Lisa was really the only one who objected to Leonard's plan.
This is speculation, but it seems to me that Lisa may think Leonard isn't worthy of leading the Rogues due to this mishap which cost her (basically) her life and trapped her lover Sam in his Mirror World. She may feel the need to prove herself moreso as a leader due to her condition, her blood ties to Leonard (who did get them into this mess), and although not hinted as much, perhaps even due to the fact that she is a woman.
So it may boil down to Lisa believing that, "My brother screwed this up and I-Will-Fix-It".
But I don't think Manapul and Co. are through with the Rogues, not by a long shot. I think we are just getting into the tip of what makes this group really tick.

I certainly hope they are not done with them! Here is a question: Lisa is projecting herself, right? So, what is her body up to? She's out of her coma as seen in Flash 7, isn't she? Does she go comatose when she is projecting? And how come she is able to do that? While the other Rogues were being transformed, she was just caught in the explosion. How did that give her special powers? I know. I know. It's just comics.

Wasn't Elias' device new and untested? Maybe the overload somehow expanded the effects to where Lisa was affected. Maybe she had a dormant meta-gene and the explosion activated it.
Dunno. To me, this ties back into their needing to explain/show Elias' motivations. He has HUGE potential as a personal threat to Barry but they've been slowly teasing his background like crazy.
