Very, very tough choice for me. The Weather Wizard is one of the most recognizable villains in the DC. I think every non-Flash fan knows who he is — or can at least figure out his powers from his name. But non-Flash fans know very little about Eobard Thawne. I knew nothing of him until I read Flash: Rebirth by Geoff Johns. After going through that, I don't think there's any villain who's had a bigger impact on any hero than him. So my vote will have to go to the Reverse Flash.
