The Reverse Flash!
Eobard Thawne put Captain Cold on ice by winning 55.5% of the vote. A close contest!
Also known as Professor Zoom, Thawne grew up in the 25th Century idolizing the Flash. Though various circumstances (and retcons), Thawne obtained speed powers and a suit which mirrored the Flash's. Going back in time to meet his hero, Thawne became mentally unstable upon learning he was to be a villain. From that point on, he became one of Barry Allen's deadliest foes.
In his greatest achievement of villainy, Thawne killed Iris Allen. This set off a chain of events which caused Barry to kill Thawne (or so it seemed). Death proved no match as Thawne came back to life thanks to the Blackest Night. Fortunately, Barry Allen returned from the Speed Force right around the same time ready to face off against his mortal enemy.
There battle eventually culminated in the Flashpoint event where Thawne was finally killed...not by the Flash, but by an alternate Batman. Thus proving that the Reverse Flash is just too good for Barry to finish off himself.
Clearly, is villain status speaks to Flash fans as they were the ones who voted him to the top! Now, there will be no stopping him!
