Sounds fine to me. Not only does it bring another DC character in, but it is a DC character that would otherwise not be seen any where else. Why not bring him on? Plus, it gives the producers to have that diversity factor in the show (and there are very few Latino superheroes are there to begin with).
Finally, Arrow added Felicity Smoak to the Green Arrow mythology and made it work to the point that she has become a fan favorite. No reason why adding Vibe can't work for "The Flash".
